PPWR for online sellers: start with the sales flow

The EU Packaging and Packaging Waste Regulation creates an EU-wide layer, while sellers may still face separate national packaging EPR processes.

SHORT ANSWER

A seller should not treat “PPWR compliance” as one universal registration. The useful first step is to map where goods go, who sells them, where they are stored and which party places packaging on each market.

01

EU rules and national systems are different layers

A single sales flow can be affected by product and packaging requirements at EU level and registration, reporting or fee processes at destination-country level. The checker keeps those layers separate.

02

Why fulfilment changes the answer

Marketplace fulfilment, own fulfilment, third-party logistics and dropshipping can create different factual patterns. Storage and dispatch countries are recorded explicitly instead of inferred.

03

What to prepare

Bring a simple map of your channels, destination countries, dispatch and storage locations, seller/importer roles and existing registrations.

  • One record for each real sales flow
  • Use “not sure” where responsibility is unclear
  • Re-run the check when a material fact changes
